China set to fully reopen borders to foreigners since March 15, 2023

China announced that it will reopen its borders to foreign tourists for the first time in three years since the Covid-19 pandemic erupted by allowing all categories of visas to be issued from March 15, 2023.

The following policies would be implemented from March 15, 2023:

  1. Foreign nationals holding valid visas issued before 28 March 2020 are allowed to enter the Mainland China.

  2. Visa-issuing authorities abroad could accept application of all categories of visa for foreign nationals, including tourist visas.

  3. Port visa authorities will resume to issue all categories of port visa complied with statutory reasons.

  4. Resuming Hainan visa-free policy, visa-free policy specified for foreign cruise-group-tour through Shanghai Port, Guangdong visa-free policy specified for foreign tour groups from Hong Kong or Macao SAR, and Guangxi visa-free policy specified for foreign tour groups of ASEAN countries.

The removal of the last cross-border restrictions imposed to tackle Covid marks a major step towards the resumption of normal life in post-pandemic China.
