Hong Kong's New Immigration Pathways


Hong Kong continues to enhance its appeal as a global talent hub with new immigration measures announced in the 2024 Policy Address. Chief Executive John Lee unveiled several key initiatives aimed at attracting and retaining high-skilled professionals in the city.


Expansion of Top Talent Pass Scheme

The Top Talent Pass Scheme, a cornerstone of Hong Kong's talent attraction strategy, has been significantly expanded. The number of universities recognized under the scheme has increased to 198, broadening the pool of eligible candidates. This expansion will allow more top-tier graduates from prestigious institutions worldwide to pursue career opportunities in Hong Kong.


Extended Visa Validity for High-Income Talents

In a move to provide greater stability for incoming professionals, the government has extended the validity period of the first visa for high-income talents. The initial visa duration has been increased from two years to three years, offering a longer runway for these individuals to establish themselves in Hong Kong.


Support for Greater Bay Area Graduates

The Policy Address also announced an extension of the pilot arrangement for graduates from Greater Bay Area campuses of Hong Kong universities. These graduates will continue to have the opportunity to work in Hong Kong for an additional two years, fostering stronger ties between Hong Kong and the broader Greater Bay Area.
