The Top Talent Pass Scheme, or TTPS, is a Hong Kong immigration route that lets high-earning, highly qualified, and high-potential professionals secure the right to live and work in the city on the strength of their own profile. No employer needs to sponsor the application, and once admitted, you can take up almost any role, change jobs freely, and bring your family with you. For employers, it is a way to bring on proven talent who already hold the right to work, with very little paperwork on the company side and no sponsorship to file.

Who the Top Talent Pass Scheme Is For

For Applicants

You apply based on your own income, education, and track record, with no employer required to get involved. You choose the category, A, B, or C, that fits your profile. Once approved, you can take any job, switch employers freely, and bring your family with you.

For Employers

You can hire someone who already holds the right to work, with no sponsorship to file on your side. There is no work visa application and no labor market test, which removes weeks of paperwork. If your candidate has not applied yet, we guide them through the scheme while advising your HR team in parallel.

Eligibility Criteria for the Top Talent Pass Scheme

Top Talent Pass Scheme — Who Qualifies

A

Earned HK$2.5 million or more in the year before applying, or the equivalent in foreign currency. No quota.

B

Holds a degree from an eligible university plus at least three years of work experience within the past five years. No quota.

C

Graduated from an eligible university within the past five years with under three years of work experience. Subject to an annual quota on a first-come, first-served basis. Non-local students who completed a full time, locally accredited undergraduate program in the HKSAR are not eligible under this category.

Applicants enter the scheme under one of three categories, each aimed at a different stage in their careers.Across every category, the scheme rewards genuine achievement. Strong candidates demonstrate notable skills and accomplishments, such as awards or recognition for their work, alongside a record of meaningful contributions to their industry. The scheme targets specialized skills that Hong Kong is actively developing, including finance, technology, healthcare, and engineering. It also welcomes emerging talent: recent graduates or those with limited experience who can show exceptional promise through academic results, internships, or projects.

 

Please note:

  • The scheme does not apply to citizens of Afghanistan, Cuba, Laos, the Democratic People's Republic of Korea, Nepal, and Vietnam.

  • Eligibility standards may change over time as this government policy evolves.

Entry of Dependants Under the Scheme

Individuals admitted under the scheme can apply to bring a spouse or partner from outside Hong Kong, provided the partnership is legally recognized by the authorities in the place where it was celebrated. They can also bring unmarried dependent children under 18 in line with the prevailing policy. The sponsor must meet normal Immigration requirements, and admission is considered when:

  • There is evidence of a genuine relationship between the dependent and the sponsor.

  • There are no adverse records against the dependent.

  • The sponsor can support the dependent's living costs well above the basic level and provide suitable accommodation in Hong Kong.

TTPS Is For

Processing Time and Approval

Applications usually take about four weeks to process once all required documents are received. The Immigration Department cannot begin until it has all the necessary documents and details. The Department handles and decides all matters relating to these visas; processing times are set by the Department, and approval is entirely at its discretion and may change with government policy. The Director of Immigration can reject an application even when it appears to meet every criterion, which is exactly why a complete, well-prepared submission matters.

For Applicants

To present a strong case, you generally need to show notable skills and a record of achievement or recognition, highly demanded specialized expertise, relevant qualifications and experience in your field, and a clear intention to contribute to Hong Kong's economy. Emerging talent can lead with potential rather than long experience. A confirmed or prospective role is not required to apply, but it does strengthen your case.

Prepare these documents early to streamline the process:

  • A passport valid for at least six months beyond your intended stay.

  • An accurate and truthfully completed application form.

  • A job offer letter, if you already have one.

  • Educational certificates that verify your qualifications.

  • Professional certifications or licenses relevant to your field, if you hold any.

  • A detailed resume or curriculum vitae.

  • Proof of accommodation in Hong Kong, such as a lease agreement or hotel reservation.

  • A medical certificate confirming good health.

  • Proof of sufficient finances to support yourself during your stay.

For Employers

​​You provide nothing toward the visa itself, since there is no sponsorship file and no company evidence to submit. Where you can add value is by supporting the candidate. If you have made an offer, a clean and consistent offer letter strengthens their profile. For a Category a hire, an employment contract or letter confirming salary can help evidence the income threshold. Before you build firm plans around a hire, it is worth confirming that the candidate genuinely meets one of the three categories. We can run that eligibility check for you in advance.

You are not assessed and face no sponsor scrutiny because the candidate is evaluated entirely on their own merits. There is nothing for you to prepare or defend during the review. If the Department requests salary confirmation for a Category A applicant you have hired, we will coordinate that with you directly.

Start the renewal or extension process before your current visa expires to maintain uninterrupted stay. Gather your passport, the renewal form, an updated job contract or offer letter where relevant, proof of accommodation, and any other supporting documents, then submit through us.
