Service Provider: Boötes Consulting Services Limited trading as Hong Kong Visa Services (“Company”, “we”, “us”, “our”)
By accessing this website, submitting an enquiry, requesting a quotation, purchasing a service, or instructing the Company to act on your behalf, you (“Client”, “Customer”, “Applicant”, or “you”) agree to these Terms and Conditions.
1. Scope of Services
The Company provides professional support services that may include, depending on the service selected:

General information and procedural guidance relating to visas, Immigration, residency, business setup, work authorization, study pathways, dependent applications, document preparation, translations, certifications, compliance support, and other related administrative or advisory services.

Assistance with identifying suitable service pathways based on information provided by the Client.

Assistance with preparing, reviewing, organizing, and submitting forms and supporting documents.

Liaison and correspondence with relevant government departments, institutions, third-party providers, or other counterparties where authorized by the Client and where permitted by law.

Ongoing updates regarding the progress of an application, case, service request, or engagement, where such updates are available.
The exact scope of work for each service will be defined in the relevant quotation, proposal, invoice, service confirmation, engagement letter, or written correspondence issued by the Company. Any service not expressly included is excluded unless separately agreed in writing.
2. No Guarantee and No Government Affiliation
The Company provides administrative and advisory support services only. The Company does not guarantee approval, issuance, eligibility, appointment availability, processing speed, outcome, or timing for any visa, permit, license, admission, registration, or other application.
Any decision made by a government authority, Immigration department, embassy, consulate, university, licensing body, employer, bank, or other third party is outside the Company’s control.
The Company is an independent private service provider. Unless explicitly stated in writing, the Company is not a government authority and is not affiliated with, endorsed by, or acting on behalf of any Immigration department, consulate, embassy, university, or public authority.
Nothing on this website, in any advertisement, or in any communication should be interpreted as a promise of success, priority processing, special access, privileged relationship, or influence over any authority or decision-maker.
3. Client Responsibilities
The Client agrees to:

Provide complete, accurate, current, and truthful information at all times.

Provide genuine, valid, and authentic documents only.

Review drafts, forms, and submissions carefully before approval or signature.

Respond promptly to requests for information, clarification, payment, and supporting documentation.

Inform the Company immediately of any material change in circumstances, including employment, family status, travel status, education, health declarations, financial condition, criminal matters, or prior immigration history, where relevant to the service.

Ensure all information submitted to any authority or third party remains correct and up to date.
The Client is solely responsible for the legal accuracy and truthfulness of all facts, declarations, and documents supplied to the Company.
4. Service Standards
The Company will use reasonable care and skill to provide the agreed services in a professional, timely, and ethical manner based on the information and documents provided by the Client.
The Company may recommend additional documents, clarifications, translations, certifications, or supporting statements where reasonably necessary for a service or application.
The Company may refuse to act, suspend work, or terminate an engagement if information appears false, misleading, incomplete, unlawful, or inconsistent, or if continuing would create compliance, legal, ethical, or conflict-of-interest concerns.
5. Fees, Disbursements, and Payment
Service fees will be stated in a quotation, service page, proposal, invoice, checkout page, or other written confirmation before purchase or payment is requested. The Company must clearly disclose the applicable pricing model, included services, and known exclusions to avoid misleading users about total cost.
Unless expressly stated otherwise:

Fees are charged for professional time, case handling, administrative support, document work, and advisory services.

Government fees, filing fees, visa fees, permit fees, courier charges, notarization, legalization, translation, certification, medical fees, banking charges, payment gateway fees, taxes, and other third-party disbursements are separate and payable by the Client.

Additional work outside the agreed scope may be billed separately, but only after notice to and acceptance by the Client.

The Company may require full payment or a deposit before starting work or submitting any application.

The Company may suspend or withhold submission, release, or further work until outstanding amounts are paid in full.
Where card payments or international transfers are used, the Client is responsible for applicable bank, card, platform, intermediary, and foreign exchange charges unless otherwise stated.
6. Refund Policy
Refund eligibility depends on the stage of work completed, the service purchased, and the reason for cancellation or non-completion. Refund terms must be stated clearly and must not create a misleading impression of cost or outcome.
Unless a different written refund policy applies to a specific service:

Government fees, third-party fees, disbursements, banking charges, and completed out-of-pocket expenses are non-refundable.

Fees for work already performed, consultations already delivered, documents already prepared, translations already completed, or submissions already made are non-refundable.

If the Client cancels after work has started, the Company may retain a reasonable administration or professional fee proportionate to the work completed.

No refund will be due where a refusal, delay, request for further evidence, or negative outcome arises from false, misleading, incomplete, inconsistent, or late information or documents provided by the Client.

No refund will be due for outcomes determined by a government authority or third party where the Company has already performed the agreed service in good faith.
Any approved refund will be made through the original payment channel or by bank transfer where reasonably practicable.
7. Processing Times and Outcomes
Any processing times shown on the website or shared by the Company are estimates only unless expressly stated otherwise. They are based on publicly available information, prior experience, or third-party timelines and may change without notice.
The Company is not responsible for delays caused by government authorities, external service providers, quota limitations, system outages, document authentication bodies, force majeure events, or additional review by decision-making authorities.
8. Third-Party Services
Certain services may involve third-party providers, including translators, notaries, payment processors, couriers, educational institutions, medical providers, recruitment partners, or external specialists. The Company may coordinate with such providers as a convenience to the Client, but remains responsible only for its own services unless expressly agreed otherwise in writing.
The Client understands that third-party providers may have their own fees, terms, timelines, privacy notices, and operational requirements.
9. Legal and Professional Position
The Company does not provide legal representation unless expressly stated in a separate written engagement. Nothing on this website or in any communication constitutes legal advice, financial advice, tax advice, or a guarantee of legal entitlement.
Any information published on the website is general in nature and may not apply to every individual case. Clients should obtain independent legal, tax, medical, employment, or other professional advice where required for their circumstances.
10. Website and Marketing Accuracy
The Company aims to ensure that all website content, advertisements, service descriptions, pricing information, and communications are accurate, current, and not misleading. Google Ads policy prohibits misleading claims, hidden fees, inaccurate business identity, and promises unavailable on the destination page, so all public-facing claims should remain consistent with the actual service offered.
Minor errors, typographical mistakes, temporary omissions, or outdated informational content may be corrected at any time without liability, provided such corrections do not affect rights already purchased by the Client.
Testimonials, case examples, and success stories, where used, are illustrative only and do not guarantee similar outcomes for future clients.
11. Personal Data and Confidentiality
The Company may collect and process personal data that the Client provides through contact forms, enquiry forms, onboarding forms, payment workflows, email, messaging, or other communications for purposes including service delivery, case administration, invoicing, compliance, customer support, internal analysis, and direct marketing where permitted by law.
Personal data will be handled in accordance with applicable privacy laws and the Company’s Privacy Policy. Under the Personal Data (Privacy) Ordinance of Hong Kong, individuals may request access to or correction of their personal data, subject to applicable legal requirements.
The Company will take reasonable steps to keep Client information and documents confidential and secure and will not disclose confidential information without consent unless disclosure is required by law, necessary for service delivery, or reasonably required for submission to a relevant authority or third-party provider engaged for the service.
12. Retention of Documents
The Company may retain copies of documents, records, correspondence, and submissions for compliance, record-keeping, dispute resolution, and internal administrative purposes for a reasonable period unless a longer retention period is required by law or regulation.
Original documents supplied by the Client will be returned upon request where practicable, subject to the Company retaining copies required for records, compliance, or evidentiary purposes
13. Termination
The Client may terminate a service by written notice at any time. The Company may terminate or decline to continue a service by written notice where there is just cause, including non-payment, non-cooperation, false information, abusive conduct, conflict of interest, legal risk, compliance concerns, or impracticability of continuing the engagement.
Upon termination, the Client remains liable for all fees, disbursements, and expenses incurred up to the effective date of termination.
14. Limitation of Liability
To the maximum extent permitted by law, the Company shall not be liable for any indirect, incidental, special, consequential, or economic loss, including loss of opportunity, loss of profits, travel disruption, relocation costs, business interruption, or reputational loss arising out of or in connection with the use of the website or the provision of services.
The Company shall not be liable for any loss resulting from changes in law, policy, eligibility criteria, government practice, third-party requirements, or retrospective regulatory changes affecting a service or application.
Where liability cannot be excluded, the Company’s total liability shall be limited to the service fee actually paid by the Client for the specific service giving rise to the claim, excluding third-party disbursements.
15. Intellectual Property
All content on this website, including text, branding, graphics, layouts, downloadable materials, and service descriptions, is owned by or licensed to the Company unless otherwise stated. No content may be copied, reproduced, republished, or distributed without prior written consent, except for personal, non-commercial use.
16. Prohibited Use
You may not use this website:

For any unlawful, fraudulent, abusive, defamatory, or misleading purpose.

For ongoing paid services, any material fee or scope change will require separate notice or agreement where legally required.
18. Governing Law and Dispute Resolution
These Terms and Conditions are governed by the laws of the Hong Kong Special Administrative Region.
Any dispute arising out of or in connection with these Terms or any service engagement shall first be addressed through good-faith discussion between the parties. If no amicable settlement is reached within 21 days, the dispute may be referred to the Hong Kong International Arbitration Centre (HKIAC) for final resolution in accordance with its applicable rules, unless the parties agree otherwise in writing.
